HONGKONG, 8th November, 1917.

With reference to the letter of 2nd November from

the Commodore relating to the requisition of the "Burrumbeet" with five other vessels, I understand you have received copy of a letter from the Kailan Mining Administration of the 6th November regarding the "Burrumbeet" and that steamer's connect- ion with the Colony's coal supplies,

I understand that the "Burrumbeet" is a suitable

Tessel for Imperial requirements in the Indian Ocean: that

being so and assuming other less suitable vessels are available

for requisiti on, it appears sound that the "Burrumbeet" should go and that she should be replaced by requisition of one or more of the latter class for her present service of supplying

coal requirements of the Colony, if it is established that this

service is necessary. The classification of requisition would

apparently depend on the particular vessel chosen and its

ownership, and similarly the manner in which the ship should

be managed,

The Committee consider there is good reason to

conserve the supplies of coal from the Kailan Kines to Hongkong

and at a moderate coat.
